We are asked in this case to review two statutes that mandate the suspension of a young person's driver's license by the Department of Licensing (Department) upon notification by a court that such young person has been convicted of certain drug offenses. We are also asked to evaluate the statutes to determine if they offend constitutional principles of equal protection of law. We hold RCW 69.50.420(1) requires a court to notify the Department as to violations of chapter 69.50 RCW by "juveniles" "thirteen years of age or older and under the age of 21." We further hold the word "juvenile" in RCW 46.20.265(1) takes the definition of the referring statute, in this case, RCW 69.50.420(1). Finally, we hold the statutes in question do not offend equal protection. We affirm the decision of the Court of Appeals dissolving the trial court's injunction preventing revocation of Davis's driver's license.
